The plan also states that "[t]he Iraqiconstitution already provides for federalism" and that "[t]hecentral government would be responsible for common interests, like bordersecurity and the distribution of oil revenues." Further, Biden has madeclear that he was not proposing thathis plan be imposed on Iraq"unilaterally."
