The complete disregard that the regime demonstrates for the lives of it's own citizens in pursuing a game of nuclear brinkmanship with 2 major nuclear powers that it openly threatens with extinction and massive destruction is not just a message tailored to a foreign audience, it is also deesigned to impress on it's own people the fact that it's ruthlessness is quite prepared to encompass their deaths by the million.
